• As we have previously blogged about, last year FDA proposed an internal reorganization which would realign functions of the Center for Food Safety and Applied Nutrition, the Office of Food Policy and Response, and key functions of its field operations in the Office of Regulatory Affairs into a unified Human Foods Program. The reorganization has now been formally approved with a target implementation date of October 1, 2024. See May 30, 2024 announcement and  89 FR 47567 (June 3, 2024).  
  • The reorganization proposal was instigated following the independent evaluation of FDA’s food program in the Regan-Udall report, which found structural issues with the program, FDA’s internal evaluation of its infant formula response, and other feedback and criticism. 
  • Per the announcement, the reorganization “will enable the FDA to be more efficient, nimble and prepared for the ever-changing and complex industries we regulate, new food and medical product technologies, as well as the impacts of globalization, climate change and other factors that require the agency to quickly adapt.”
  • We will continue to monitor and report on implementation of the reorganization plan.
